Monitoring SSH integration still matters

This EASSH position paper is a reflection on the Final Monitoring Report on the Integration of SSH in H2020. We have endeavoured to improve the integration of SSH in Horizon Europe thanks to the evidence, data, and analysis that both the European Commission and EASSH developed during the implementation of Horizon 2020. As we are now observing the implementation of the current programme, EASSH wishes to revisit lessons learnt and reflect on how these could help the European Framework Programme 10 (FP10).

The EC states that the findings of the final monitoring report are "a good indication of the role played by SSH in Horizon 2020 and can be seen as one of the tools to help prepare the SSH monitoring methodology for Horizon Europe (2021-2027)".

EASSH calls for a more robust and transparent assessment methodology for monitoring SSH integration in Horizon Europe.

This paper is divided into four parts:

  • EASSH recommendations and the findings of the Monitoring Report
  • Our assessment of the current state of play
  • Recommendations for a Horizon Europe monitoring system for SSH integration
  • Concluding remarks.

The paper presents three key recommendations for policymakers.
